The selected characteristics concerning security systems for raised dumpers are now available

The project regulation security devices for dumpers has been published for comment.

However, the regulation is still not in effect.

 

 

"This regulation project is to determine the maximum height of a raised dumper, of heavy vehicles with dump body, whereas these types of vehicles must be equipped with a flashing red light and a buzzer that triggers automatically when the vehicle’s dumper is not completely in the lowered position. It also helps to provide applicable standards to these mandatory security devices.

 

Regulation on the dumper security devices

Road Safety Code

(Chapter C-24.2, a. 257.1 & a. 621, 1st al., par. 11.1°; 2018, Chapter 7, a. 52 & a. 164, par. 2°)

 

1. The maximum height beyond which a heavy vehicle with dumper must be equipped with a flashing red light and a warning buzzer, stipulated in Article 257.1 of the Road Safety Code (Chapter C-24.2), issued by article 52 of the Law modifying the Road Safety Code and other provisions (2018, Chapter 7), when a dumper is raised, is at 4,15m.

 

2. The flashing red light referred to in article 1, must include the following characteristics:

  1. Must be positioned on top or on the dashboard and as closed as possible to the driver’s viewing angle, in a driving sitting position and looking straight ahead;
  2. Have a flashing frequency between 60 and 120 times per minute;
  3. Have sufficient light intensity to be easily visible during the day, even at minimal intensity, in the case of a light indicator at a variable intensity;
  4.  To automatically trigger as soon as the key starts the vehicle and is in the “start” position, whereas the dumper is not in a complete lowered position and remains in function until the latter is completely lowered.

"The modifications to the Road Safety Code provides the obligation to equip all heavy dumper vehicles with a warning device that activates when the dumper is not completely lowered. Starting in April 2019, all heavy vehicles with dumper, in which the dumper exceeds the maximal height permitted when it is raised, must be equipped with a warning device that will activate when the dumper is not completely lowered."

 

3. The warning buzzer referred to in Article 1 must have the following characteristics:

  1. Must transmit a continual sound or an intermittent sound with a frequency between 60 to 120 times per minute;
  2. Must transmit a sound that is sufficiently loud which is easily audible by the vehicle’s driver in any situation;
  3. Automatically triggers as soon as the key starts the vehicle and is in the “start” position, whereas the dumper is not in a complete lowered position and remains in function until the latter is completely lowered.

 

However, despite paragraph 3 of the first subparagraph, the warning buzzer can be designed to turn off automatically after at least 2 seconds of operating and remains off until the vehicle reaches at most 20 km/h. Over this speed, it must automatically trigger once again.

 

The present regulation will enter into effect as of April 18, 2018.
